Incident Management for District of Columbia ITS Architecture Roles and Responsibilities

Stakeholder	Role and Responsibility
DDOT Transportation Operations Administration	Control high occupancy vehicle (HOV) lanes.
	Coordinate incident response for incidents on or adjacent to highways and arterials with public safety agencies, and EOCs in surrounding counties and municipalities, including response for scheduled events.
	Coordinate maintenance resources for incidents with other regional maintenance and construction operations.
	Provide incident information to other traffic management and public safety agencies.
	Provide maintenance resources in response to incidents on highways and arterials.
	Receive maintenance resource requests for incident response from District police/fire/EMS and 911 emergency call centers.
	Share video images with other centers.

	Perform network surveillance for incident detection and verification, and send traffic/incident information and traffic images to local public safety agencies and EOCs.
DDPW - District Department of Public Works	Receive maintenance resource requests for incident response from District police/fire/EMS and 911 emergency call centers.
	Provide maintenance resources in response to incidents on highways and arterials.
	Coordinate maintenance resources for incidents with other regional maintenance and construction operations.
	Coordinate incident response for incidents on or adjacent to highways and arterials with public safety agencies, and EOCs in surrounding counties and municipalities, including response for scheduled events.
MPD- Metropolitan Police Department	Dispatch public safety vehicles to incidents in the District.
	Coordinate incident response with District public safety agencies and traffic management agencies.
	Coordinate operations with traffic management agencies during scheduled events.
	Receive emergency calls from within the jurisdiction of individual communication centers.
	Dispatch highway patrol vehicles to incidents within its jurisdiction.
	Perform incident detection and verification for all roadways in the District, and provide this information to traffic management and other public safety agencies.
	Receive emergency calls from cell phones for incidents in the District.
	Coordinate maintenance resources in response to incidents with District public works departments.
US Capital Police	Coordinate operations with traffic management agencies during scheduled events.
	Coordinate incident response with District public safety agencies and traffic management agencies.
	Coordinate resources in response to incidents with District maintenance.
