Description:

Collection and aggregation of vehicle probe data, including calculation and dissemination of route travel times and usage. Includes environmental probe data collection, aggregation and dissemination.

Functional Requirements:

1The center shall collect vehicle probe data from various sources, including vehicles under infrastructure-based route guidance and electronic toll collection points.
2The center shall aggregate collected vehicle probe data (route segment identity and the time), calculate route segment travel times, route segment speeds, and route usage, and disseminate to other centers.
3The center shall collect environmental probe data (air temperature, wind speed, surface temperature, etc.) from appropriately equipped vehicles.
4The center shall aggregate collected environmental probe data, and disseminate environmental conditions to other centers.
  

User Service Requirements (fully or partially addressed):

1.0TRAVEL AND TRAFFIC MANAGEMENT
1.3.0ITS shall include a Route Guidance (RG) function. Route Guidance will provide travelers with directions to selected destinations. Four functions are provided, which are, (1) Provide Directions, (2) Static Mode, (3) Real-Time Mode, and (4) User Interface.
1.3.1RG shall include the capability to Provide Directions to travelers.
1.3.1.2The Provide Directions function shall issue directions to travelers based on information about current conditions of transportation systems.
1.3.1.2.1Current transportation system conditions upon which directions to travelers is based shall include, but not be limited to, the following:
1.3.1.3The Provide Directions function shall issue traveler directions that are simple and easy to understand, providing turning instructions on which way to turn onto including, but not limited to, the following:
1.3.2RG shall include a Static Mode for issuing information to travelers.
1.3.2.1Static Mode shall provide travelers with information that includes, but is not limited to, the following:
1.3.2.1(b)Scheduling information about transit systems.
1.3.3RG shall include a Real-Time Mode for issuing information to travelers.
1.3.3.1The Real-Time Mode shall utilize current travel condition information to provide performance that is enhanced over the Static Mode performance, to include, but not be limited to, the following:
1.3.3.2The Real-Time Mode shall include the capability to operate in either or both of the following two configurations:
1.3.3.2.1Real-Time Mode Mobile Based systems shall include the capability to receive infrastructure information and use it in determining routing.
1.3.3.2.2If current real-time information is included in route determination, the system shall be denoted as an Infrastructure-based real-time system.
1.3.3.3The Real-Time Mode shall provide the capability for autonomous operation of mobile-based systems.
1.3.4RG shall include a User Interface function.
1.3.4.2Mobile systems shall use the best information available to provide routing instructions.
1.3.4.3Infrastructure-based systems shall permit individual travelers to customize their routing selection.
1.3.4.3.1Infrastructure-based systems shall use the traveler's destination information to estimate extra demand on the transportation system and then provide routing to the traveler based on this predicted demand.
7.0INFORMATION MANAGEMENT
7.1ARCHIVED DATA FUNCTION
7.1.0ITS shall provide an Archived Data Function to control the archiving and distribution of ITS data. The Archived Data User Service provides the Historical Data Archive Repositories and controls the archiving functionality for all ITS data with five major functions: 1) the Operational Data Control function to manage operations data integrity; 2) the Data Import and Verification function to acquire historical data from the Operational Data Control function; 3) the Automatic Data Historical Archive function for permanently archiving the data; 4) the Data Warehouse Distribution function, which integrates the planning, safety, operations, and research communities into ITS and processes data products for these communities; and 5) the ITS Community Interface which provides the ITS common interface to all ITS users for data products specification and retrieval. ADUS helps achieve the ITS information goal of unambiguous interchange and reuse of data and information throughout all functional areas.
7.1.3The Archived Data Function shall include a Data Import and Verification (DIV) function to acquire historical data from the Operational Data Control function.
7.1.3.1DIV shall be capable of importing selected ITS Operational data from the ITS Operational Repositories.
7.1.3.1.8DIV shall be capable of importing ITS Vehicle and Traveler data to include:
7.1.3.1.8(a)Commercial and non-commercial vehicle probe data.
7.1.3.1.8(c)Vehicle trajectories.
8.0MAINTENANCE AND CONSTRUCTION MANAGEMENT
8.1MAINTENANCE AND CONSTRUCTION OPERATIONS
8.1.1Maintenance and Construction Operations shall provide a Maintenance Vehicle Fleet Management (MVFM) function to schedule and dispatch, monitor and track location, and monitor operational condition and maintenance requirements of public and contracted fleets of maintenance, construction, and specialized service vehicles. This function includes interactions among Traffic Managers, Supervisors, Dispatchers, Field Crews, Construction Crews, Vehicle Maintenance Crews, Equipment Maintenance Crews, Weather Services Organizations, and Information Service Providers.
8.1.1.5MVFM shall be capable of using on-board vehicle sensors to monitor roadway conditions and vehicle functions, including but not limited to:
8.1.1.5(a)Environmental conditions
8.1.1.6MVFM shall be capable of providing dispatchers and operators of maintenance, construction, and specialized service vehicles with information regarding potential and actual roadway problems.
8.1.1.6.1MVFM shall provide information to dispatchers and vehicle operators, including but not limited to:
8.1.1.6.1(a)Congestion
8.1.2Maintenance and Construction Operations shall provide a Roadway Management (RWM) function to monitor traffic, road surface, and environmental conditions and forecast traffic and road surface conditions to support management of routine and hazardous road condition remediation and to communicate changes in conditions. This function includes interactions among Traffic Managers, Supervisors, Dispatchers, Field Crews, Construction Crews, Asset Managers, Planning Agencies, and Weather Services Organizations.
8.1.2.4RWM shall determine the need for forecasted and scheduled roadway treatment.
8.1.2.4.2RWM shall be capable of receiving and fusing weather and roadway information from external sources, including but not limited to:
