Stakeholders

The Permian Basin Regional ITS Architecture represents the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, county, state, and national levels.  It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system in the Permian Basin Region. 

Stakeholder Description
Amtrak National inter-city passenger train service. The railroad's official name is the National Railroad Passenger Corporation.
Army/State Guard Army National Guard located at the Midland International Airport.
BCBP - Bureau of Customs and Border Protection Includes what was US Border Patrol, US Customs and USDA.
City of Midland Departments of City of Midland.
City of Odessa Departments of City of Odessa.
Commercial Vehicle Operators Private commercial vehicle operators
Correctional Facilities Federal, State and County correctional facilities
County Emergency Management Agencies Coordination of mitigation and response for natural and man-made disasters and emergencies
County Road and Bridge County agency responsible for maintaining county roads and bridges in the region
County Sheriff County law enforcement
DPS Texas Department of Public Safety
DPS Division of Emergency Management DPS division responsible for mitigation and response for natural and man-made disasters and emergencies.
Ector County The County of Ector. This includes the City of Odessa.
Financial Institution Banks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
Independent School Districts Includes public schools throughout the San Angelo Region.
Local Media Includes both print (newspaper) and broadcast (TV, radio) news media.
Midland County The County of Midland. This includes the City of Midland.
Midland-Odessa Urban Transit District The transit district that services the cities of Midland and Odessa.
Municipal or County Government County or local city/town/village offices and departments.
Municipal or County Public Safety Local city or county agencies responsible for emergency coordination.
Municipal Public Works Department Local city department responsible for street maintenance.
NOAA National Oceanic and Atmospheric Administration (National Weather Service).
Other States Other states including New Mexico, Oaklahoma, Arkansas and Louisiana.
Other Transit System Providers Transit system providers in adjoining regions.
Permian Basin Rural Transit District The rural transit region/district that covers 17 counties.
Pipeline Companies Companies that own and operate gas and oil pipelines in the region.
Private Information Service Providers Local, regional and national information service providers that provide travel information, including local media (print, TV and radio), Internet sites, service bureaus, etc
Private Taxi Providers Private companies providing taxi service.
Private Tow/Wrecker Providers Private towing companies
Private Transit Providers Represents other transit providers, including transit systems outside the San Angelo region and intercity bus carriers, including Greyhound.
Private Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
Rail Operators Operators of private rail systems (e.g. Kansas City Southern), including passenger and freight.
Regional Chambers of Commerce Regional Chambers of Commerce.
Regional Emergency and Public Safety Agencies Provide response for natural and man-made disasters and emergencies.
Regional Event Promoter Event promoter for the region.
Regional Medical Center Hospital/trauma centers in the region.
State of Texas State government agencies and departments.
Texas Forest Service The Texas Forest Service is mandated by law to "assume direction of all forest interests and all matters pertaining to forestry within the jurisdiction of the state". It has an office in San Angelo.
TxDOT Texas Department of Transportation
University/College The colleges and universities in the area, including UTPB and Midland College.
US Bureau of Customs and Border Protection Includes what was US Border Patrol, US Customs and USDA.
Utility Services Public and private utility services including electricity, gas, etc.
