Architecture Geographic Scope

Description:

Exchange information concerning safety, credentialling, and operations of commercial vehicles between the center and the roadside check stations, across jurisdictions, with fleet operators, enforcement agencies, and other information requestors.

Functional Requirements:

1The center shall exchange information with roadside check facitlities, including credentials and credentials status information, safety status information, daily site activity data, and citations.
2The center shall exchange safety and credentials data among other commercial vehicle administration centers; includes border clearance status, credentials information, credentials status information, and safety status information.
3The center shall package data concerning commercial vehicle safety and credentials into snapshots (top-level summary and critical status information).
4The center shall package data concerning commercial vehicle safety and credentials into profiles (detailed and historical data).
5The center shall provide commercial vehicle accident reports and citations to enforcement agencies.
6The center shall provide commercial vehicle credentials and safety status information to authorized requestors such as insurance agencies.
7The center shall provide reports to the commercial vehicle fleet manager regarding fleet activity through roadside facilities including accident reports, citations, credentials status information, and safety status information.

4.0COMMERCIAL VEHICLE OPERATIONS
4.1COMMERCIAL VEHICLE ELECTRONIC CLEARANCE
4.1.1CVEC shall include a Fixed Facility consisting of those structures and equipment to include Ports Of Entry, Inspection Stations, Weigh Stations and Toll Booths.
4.1.1.3Fixed Facility shall provide the capability to accommodate both interstate and intrastate vehicles/carriers.
4.1.1.8Fixed Facility shall include the capability to access and quickly update information on vehicle problems that are detected.
4.2AUTOMATED ROADSIDE SAFETY INSPECTION
4.2.1The ARSI capability shall include a Roadside Facility (RF) function that improves the ability to perform safety inspection through the use of automation.
4.2.1.1RF shall provide a processing capability that automates the roadside inspection tasks.
4.2.1.4RF shall collect, store, maintain and provide real-time on-line interactive access to historical safety data at the roadside facility.
4.2.1.5RF shall provide the capability to continuously update information flags for the following:
4.2.1.5(a)Office of Motor Carriers (OMC) carrier ratings.
4.2.1.5(b)Vehicle/driver inspection and maintenance data.
4.2.1.5(c)Verification of repairs and out-of-service records.
4.2.1.5(d)Driver status (including licensing and citations).
4.4COMMERCIAL VEHICLE ADMINISTRATIVE PROCESSES
4.4.2CVAP shall include an Automated Mileage and Fuel Reporting and Auditing (AMFRA) function that includes but is not limited to the following:
4.4.2(a)Quarterly Reports Submission.
4.4.2(b)Electronic Vehicle Log.
4.4.2(c)Fuel Purchase Data.
4.4.3CVAP shall include an International Border Electronic Clearance (IBEC) function.
4.4.3.1IBEC provides the capability to electronically clear vehicles crossing international borders with those countries adjacent to the United States. IBEC shall provide the capability to clear the following:
4.4.3.1(a)Driver Clearance.
4.4.3.1(b)Cargo Clearance.
4.4.3.1(c)Vehicle.
4.6FREIGHT MOBILITY
4.6.1FM shall include a Commercial Vehicle Fleet Management (CVFM) function.
4.6.1.1CVFM shall include the capability for users to provide commercial drivers and dispatchers with real-time routing information in response to congestion or incidents.
