Vehicle Toll/Parking Interface Equipment Package

Description:

On-board systems to support paying toll without stopping and pay for parking without the use of cash through the use of an active tag interface and debit/credit card interface.

Functional Requirements:

1The vehicle shall respond to requests from toll collection equipment for tag information including credit identity, stored value card cash, etc.
2The vehicle shall respond to request from parking field equipment for tag information including credit identity, stored value card cash, etc.
3The vehicle shall provide an interface to the driver to make requests for advance payments of tolls, parking, and transit fares and present the status of electronic payment transactions.
4The vehicle shall provide an interface with the traveler card / payment instrument carried on-board the vehicle (tag) - to exchange identity information and payment transactions.
5The vehicle shall present information to the driver in audible or visual forms without impairing the driver's ability to control the vehicle in a safe manner.

3.0ELECTRONIC PAYMENT
3.1ELECTRONIC PAYMENT SERVICES
3.1.0ITS shall include an Electronic Payment capability. Electronic Payment Services allows travelers to pay for transportation services by electronic means. Four functions are provided, which are, (1) Electronic Toll Collection, (2) Electronic Fare Collection, (3) Electronic Parking Payment, and (4) Electronic Payment Services Integration.
3.1.1Electronic Payment shall provide an Electronic Toll Collection (ETC) capability.
3.1.1.1ETC shall provide the capability for vehicle operators to pay tolls without stopping their vehicles.
3.1.1.3ETC shall provide confirmation of the transaction to each customer.
3.1.1.7ETC shall be implemented in a manner that reduces the cost of toll collection.
3.1.3Electronic Payment shall include an Electronic Parking Payment (EPP) capability.
3.1.3.1EPP shall provide the capability to pay for parking without the use of cash.
3.1.4ITS shall include an Electronic Payment Services Integration (EPSI) feature.
3.1.4.1EPSI shall provide the capability to combine electronic payments made for use of various transportation modes into a single integrated system.
3.1.4.4EPSI shall be implemented in a manner that ensures that it may be deployed across multiple agency political boundaries without degrading the services it provides.
