Stakeholders

The Beaumont Regional ITS Architecture represents the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, county, state, and national levels.  It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system in the Beaumont Region. 

Stakeholder Description
Beaumont Municipal Transit Operates fixed route service as well as paratransit service within the City of Beaumont.
City of Beaumont Fire Department Provides fire, rescue and emergency medical services to the City of Beaumont.
City of Beaumont Police Department Law enforcement provider for the City of Beaumont.
City of Beaumont Public Works Transportation Division Division responsible for the overall management and control of vehicular and pedestrian traffic within the City
City of Port Arthur Municipality of Port Arthur, stakeholder for emergency management and public safety.
City of Port Arthur Public Works City department responsible for street maintenance.
City of Port Arthur Transit System This transit system offers citywide fixed route services, and special paratransit door-to-door services for the elderly and disabled. It also provides connection link services with Beaumont Municipal Transit.

Commercial Vehicle Operators Private commercial vehicle operators
Correctional Facilities Federal, State and County correctional facilities
County Emergency Management Agencies Coordination of mitigation and response for natural and man-made disasters and emergencies
County Road and Bridge County agency responsible for maintaining county roads and bridges in the Beaumont Region

DPS Division of Emergency Management DPS division responsible for mitigation and response for natural and man-made disasters and emergencies.
Financial Institution Banks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
HAZMAT Alliance Mutual aid relationship among local petrochemical companies.
Independent School Districts Includes public schools throughout the Beaumont Region.
Joint TRANSTAR/TxDOT Beaumont District Joint owners of dynamic messages signs at ferry approaches.
KFDM Channel 6 Local Television channel that owns and monitors weather stations in the region. Also includes associated web site for traveler and weather information dissemination.

Local Emergency Planning Commission Organization works to protect the community and environment from hazardous materials through planning, preparation and communication between citizens, business and government.
Local Media Includes both print (newspaper) and broadcast (TV, radio) news media.
Lower Neches Valley Authority Lower Neches Valley Authority is one of the 23 River Authorities created by the State of Texas to develop and manage the waters of the State.
MAMB Mutual Aid of Mount Belvieu. Alliance of industry and municipal emergency management agencies to effectively manage large scale incidents.
Municipal Convention and Visitors Bureau Organization responsible for event information in the city of Beaumont and surrounding region.
Municipal or County Government County or local city/town/village offices and departments.
Municipal or County Public Safety Local city or county agencies responsible for emergency coordination.
Municipal Public Works Department Local city department responsible for street maintenance.
National Forest Service Federal agency that manages public lands in national forests and grasslands
NOAA National Oceanic and Atmospheric Administration (National Weather Service).
Orange County Sheriff County Law enforcement for Orange County.
Private Ambulance Private ambulance companies in the region.
Private Information Service Providers Local, regional and national information service providers that provide travel information, including local media (print, TV and radio), Internet sites, service bureaus, etc
Private Taxi Providers Private companies providing taxi service.
Private Tow/Wrecker Providers Private towing companies
Private Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
Rail Operators Operators of private rail systems (e.g. Kansas City Southern), including passenger and freight.
Regional Airports Southeast Texas Regional Airport.
Regional Emergency and Public Safety Agencices Provide response for natural and man-made disasters and emergencies.
Regional Medical Center Hospital/trauma centers in the region.
Sabine River Authority of Texas The Authority was created as a conservation and reclamation district with responsibilities to control, store, preserve, and distribute the waters of the Sabine River and its tributary system for useful purposes.
SETRPC South East Texas Regional Planning Commission. Metropolitan Planning Organization responsible for long term planning in region.
SETT Southeast Texas Transit, operated by the SETRPC.
Texas Commission on Environmental Quality (TCEQ) Formerly Texas Natural Resource Conservation Committee; the TCEQ monitors emissions in the region.
Trinity River Authority The Authority was created as a conservation and reclamation district with responsibilities to control, store, preserve, and distribute the waters of the Trinity River and its tributary system for useful purposes.
