Roadway Probe Beacons Equipment Package

Architecture Geographic Scope

Description:

Field elements to collect traffic and road conditions from passing vehicles; both anonymous toll/parking tag readings for link time calculations and smart probe data supported.

Included in:

City of Sherman ITS Field Equipment
TxDOT Paris District DMS
TxDOT Paris District HAR
TxDOT Paris District RWIS Sensors

Functional Requirements:

1The field element shall use toll and parking tags on passing vehicles for traffic data link time calculations and send to the controlling center; tag identities will be removed to ensure anonymity.
2The field element shall include equipment that monitors traffic conditions (e.g., average speed) by communicating with passing vehicles equipped with a transponder or other short range communications device; also called smart probes.
3The field element shall include equipment that monitors road conditions by communicating with passing vehicles equipped with a transponder or other short range communications device; also called smart probes.
4The field element shall aggregate, format, and store collected vehicle smart probe data (traffic and road conditions data), calculate link travel times and processed road condition data, and send to future passing vehicles.
5The field element shall provide roadside beacon equipment operational status to the center.
6The field element shall provide roadside beacon equipment fault indication to the center for repair.

User Service Requirements (fully or partially addressed):

1.0TRAVEL AND TRAFFIC MANAGEMENT
1.6TRAFFIC CONTROL
1.6.2TC shall include a Traffic Surveillance function.
1.6.2.2Traffic Surveillance shall include a data collect function to provide the capability to collect data for determining traffic flow and prediction.
1.6.2.3Traffic Surveillance shall include a wide-area surveillance capability to include several jurisdictions.
1.6.2.3.1The wide-area surveillance shall gather speed and flow information.
1.6.2.3.2The wide-area surveillance shall cover a large number of roadway segments.
1.6.2.4TC shall provide the capability to acquire detailed traffic measurements at specific locations.
1.6.2.4.1Traffic Surveillance shall include a data process function to process the traffic data which are acquired.
1.6.2.5The wide area surveillance shall acquire sufficient data to provide the system with the knowledge of the existing conditions.
1.6.2.5.1The data process function shall combine and process traffic data from multiple sources and times in order to improve the accuracy of the view of the current traffic condition.
1.8.2TDM shall include a processing function.
1.8.2.10The processing function's dynamically generated management and control strategies shall include the parking management and controls to include, but not be limited to, the following:
1.8.2.10(b)Allocation to selected vehicles.
1.9EMISSIONS TESTING AND MITIGATION
1.9.0ITS shall include an Emission Testing and Mitigation (ETAM) Function. The ETAM function will provide state and local governments with the capability to enhance their air quality control strategies. The ETAM will provide both wide area and roadside emissions monitoring. Information gleaned from ETAM will be used by Traffic Demand Management (TDM) in the Traffic Management Center (TMC) to mitigate pollution and may be provided to enforcement agencies to compel offenders to comply with standards.
1.9.2ETAM shall include roadside pollution assessment (RPA) capabilities.
1.9.2.1RPA shall be capable of detecting the level of emission of ozone precursors with a high degree of accuracy.
1.9.2.1.3RPA shall be capable of reading suitably equipped vehicle's diagnostic data to determine that vehicle's operational status.
8.0MAINTENANCE AND CONSTRUCTION MANAGEMENT
8.1MAINTENANCE AND CONSTRUCTION OPERATIONS
8.1.2Maintenance and Construction Operations shall provide a Roadway Management (RWM) function to monitor traffic, road surface, and environmental conditions and forecast traffic and road surface conditions to support management of routine and hazardous road condition remediation and to communicate changes in conditions. This function includes interactions among Traffic Managers, Supervisors, Dispatchers, Field Crews, Construction Crews, Asset Managers, Planning Agencies, and Weather Services Organizations.
8.1.2.1RWM shall support a number of different services, including but not limited to:
8.1.2.1(e)Repair activities
