ITS Stakeholders

The Eagle Pass Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, public safety, public transportation and other modes, special events, and many other stakeholders at the local and state levels. It includes both public and private sectors and spans the organizations that develop, operate, maintain, and depend on the surface transportation system.

This page contains a list (in alphabetical order) of the stakeholders that develop, operate, maintain, and/or depend on the ITS services. Each stakeholder has a hotlink to a definition of the stakeholder and a list of that stakeholder's specific ITS elements (if any).

City of Eagle Pass Represents the various departments for the City of Eagle Pass that have not been explicitly called out in the Regional ITS Architecture.
City of Eagle Pass Fire Department Represents the city department responsible for fire, HAZMAT, and emergency management. First responder. Also operates the City of Eagle Pass Emergency Operations Center.
City of Eagle Pass International Bridge System Represents the department that operates and maintains the two international bridges in Eagle Pass.
City of Eagle Pass Police Department Represents the law enforcement provider for the City of Eagle Pass. Also operates PSAP within the City of Eagle Pass.
City of Eagle Pass Public Works Department Public Works Department provides engineering for and operates the City's traffic system. Also responsible for the street maintenance.
Commercial Vehicle Operators Private commercial vehicle operators
County Represents the various county departments that have not been explicitly called out in the Regional ITS Architecture.
County Road and Bridge Department Represents the County department responsible for maintaining county roads and bridges in the Region.
County Sheriff Represents law enforcement provider for the county.
DPS Division of Emergency Management (TDEM) DPS division responsible for mitigation and response for natural and man-made disasters and emergencies. Operates the State Operations Center (SOC).
DPS Highway Patrol Texas Department of Public Safety Highway Patrol.
Eagle Pass Chamber of Commerce Organization providing event and traveler information
Financial Institution Banks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
Fort Duncan Regional Medical Center Regional medical center located in Eagle Pass.
Independent School Districts Represents the public school districts throughout the region.
Local Media Includes both print (newspaper) and broadcast (TV, radio) news media.
Mexico Represents the municipalities and states in Mexico.
Middle Rio Grande Development Council The Council of Government representing the nine-county region of the Middle Rio Grande, which includes the Eagle Pass region. Serves as the regional planning commission for the nine-counties.
Municipal Public Safety Represents the public safety agencies for the municipalities not explicitly called out in the Regional ITS Architecture.
Municipality Represents the municipalities in the region that have not been explicitly called out in the Regional ITS Architecture.
NOAA National Oceanic and Atmospheric Administration. Parent administration of NWS (National Weather Service).
Private Taxi Providers Represents private companies providing taxi service in the region.
Private Transit Providers Private transit carriers serving the region.
Private Travelers Traveling public accessing various modes of transportation, including surface streets, air, transit, and non-motorized transportation.
Rail Operators Operators of private rail systems (e.g. Union Pacific), including passenger and freight.
Regional Emergency and Public Safety Agencies Provide response for natural and man-made disasters and emergencies.
Regional Event Facilities Organizations that are responsible for regional event facilities, e.g., county fairgrounds.
Southwest Area Regional Transit (SWART) Represents the Rural Transit District operating in the region. Provides rural public transportation and non-emergency medical transportation in the region.
SWART Subcontractor Subcontractors providing Demand Responsive Transit (DRT) services to SWART
Texas Health and Human Services Commission Administrator of Medicaid payments for paratransit
TxDMV Texas Department of Motor Vehicles. Agency responsible for registration of vehicles and motor carriers in Texas.
TxDOT Texas Department of Transportation
US Bureau of Customs and Border Protection Includes what was US Border Patrol, US Customs.
