The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Arizona Department of Emergency Management The Arizona Division of Emergency Management (ADEM) coordinates emergency services and the efforts of governmental agencies to reduce the impact of disaster on persons and property.
Arizona Department of Public Safety The Arizona Highway Patrol is a division of the Arizona Department of Public Safety. It is responsible for ensuring the safe and expeditious use of the highway transportation system for the public and to provide assistance to local and county law enforcement agencies. The division additionally provides services and enforcement in commercial motor vehicle, tow truck, school bus enforcement and safety programs and is responsible for the air rescue and aviation services for the Department.
Arizona Department of Transportation Arizona Department of Transportation (ADOT) is the state agency responsible for the safe, efficient and cost-effective movement of people and products throughout the State of Arizona. It is responsible for managing, operating, and/or maintaining state-owned transportation infrastructure (roads, transit).
City of Apache Junction Represents the municipal agencies and departments of the City of Apache Junction.
City of Avondale Represents the municipal agencies and departments of the City of Avondale.
City of Chandler Represents the municipal agencies and departments of the City of Chandler.
City of El Mirage Represents the municipal agencies and departments of the City of El Mirage.
City of Glendale Represents the municipal agencies and departments of the City of Glendale.
City of Goodyear Represents the municipal agencies and departments of the City of Goodyear.
City of Litchfield Park Represents the municipal agencies and departments of the City of Litchfield Park.
City of Mesa Represents the municipal agencies and departments of the City of Mesa.
City of Peoria Represents the municipal agencies and departments of the City of Peoria.
City of Phoenix Represents the municipal agencies and departments of the City of Phoenix. Also includes Phoenix Public Transit services and centers that operate transit service in the region as well as Phoenix Sky Harbor International Airport which operates the largest airport in the Phoenix metropolitan region.
City of Scottsdale Represents the municipal agencies and departments of the City of Scottsdale.
City of Surprise Represents the municipal agencies and departments of the City of Surprise.
City of Tempe Represents the municipal agencies and departments of the City of Tempe.
City of Tolleson Represents the municipal agencies and departments of the City of Tolleson.
East Valley Senior Services Provides comprehensive programs and services to seniors. Operates the East Valley RIDEChoice, which offers seniors and disabled individuals five options for non-emergency transportation services, including: bus fare discounts, mileage reimbursement, coupons for cabs, Maricopa STS, and East Valley Dial-A-Ride.
Flood Control District of Maricopa County The Flood Control District of Maricopa County provides flood hazard identification, prevention, regulation and remediation to reduce the risk of injury, loss of life and property damage from flooding in Maricopa County.
Fort McDowell Yavapai Nation Represents the municipal agencies and departments of Fort McDowell Yavapai Nation.
Gila River Indian Community Represents the agencies and departments of the Gila River Indian Community.
Independent Fare Collection Clearinghouse Operators of independent transit fare collection clearinghouses for transit agencies.
Independent School Districts Public school districts within the Region. The districts have been included primarily for their role in emergency evacuations where school buses are utilized.
Local Cities and Municipalities Represents those local cities, municipalities and towns in the region whose traffic management centers and roadway devices are not specifically called out in the regional ITS architecture.
Local Transit Providers Represents other local transit providers not explicitly called out in the regional ITS architecture. This includes providers of local fixed-route shuttle buses paratransit services and dial-a-ride services.
Maricopa Association of Governments (MAG) The Maricopa Association of Governments (MAG) is a Council of Governments (COG) that serves as the regional agency for the metropolitan Phoenix area. MAG is also the designated metropolitan planning organization (MPO) for transportation planning in the Maricopa County region.
Maricopa County Department of Emergency Management The Maricopa County Department of Emergency Management coordinates response and recovery activities through implementation of emergency response plans during and after emergencies. Implementation requires the support and assistance of many other county departments, local jurisdictions, the private sector and volunteer agencies.
Maricopa County Department of Transportation Operates and maintains the transportation infrastructure in the unincorporated areas of the county.
Maricopa County Sheriffs Office Law enforcement agency for Maricopa County.
Media Owner/operators of communications media including television, cable TV, radio, and newspapers.
NOAA National Oceanic and Atmospheric Administration (includes the National Weather Service).
Private Traveler Information Providers Local, regional and national information service providers, such as SmartRoutes or Metro Traffic, that provide travel information to the traveling public (both subscription service and general broadcast information). Includes internet sites, service bureaus, etc.
Public Safety Providers Represents other public safety providers not specifically called out in the MAG Regional ITS Architecture.
Rail Operators Operators of private rail systems (e.g. BNSF), including freight.
Salt River Pima-Maricopa Indian Community Represents the agencies and departments of the Salt River Pima-Maricopa Community.
Town of Buckeye Represents the municipal agencies and departments of the Town of Buckeye.
Town of Carefree Represents the municipal agencies and departments of the Town of Carefree.
Town of Cave Creek Represents the municipal agencies and departments of the Town of Cave Creek..
Town of Fountain Hills Represents the municipal agencies and departments of the Town of Fountain Hills.
Town of Gila Bend Represents the municipal agencies and departments of the Town of Gila Bend.
Town of Gilbert Represents the municipal agencies and departments of the Town of Gilbert.
Town of Guadalupe Represents the municipal agencies and departments of the Town of Guadalupe.
Town of Paradise Valley Represents the municipal agencies and departments of the Town of Paradise Valley.
Town of Queen Creek Represents the municipal agencies and departments of the Town of Queen Creek.
Town of Wickenburg Represents the municipal agencies and departments of the Town of Wickenburg.
Town of Youngtown Represents the municipal agencies and departments of the Town of Youngtown.
Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
Valley Metro Operates and maintains the regional transit system in the Phoenix metropolitan area. Under the Valley Metro umbrella, bus and Light Rail services are provided. Previously, Valley Metro was a brand name under which the Regional Public Transportation Authority (RPTA) was a consortium of local governments joined to fund the Valley-wide integrated bus transit system. METRO Light Rail is the name for Valley Metro Rail Inc., a nonprofit, public corporation charged with the design, construction and operation of the Metropolitan Phoenix Valley’s light rail system. RPTA bus service and METRO Light Rail services are now combined under one Valley Metro agency. For the purposes of this architecture, Valley Metro inventory items describe bus services and METRO Light Rail items describe Light Rail services.
