The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Archive Data Users Users (and their systems) of general archive data.
City of Las Cruces Municipal government agencies in the City of Las Cruces. Responsible for the City's website, department of commerce, convention and visitor's bureau, the City's Office of Emergency Management, etc.
City of Las Cruces Fire Department City of Las Cruces department responsible for fire and EMS dispatch and response.
City of Las Cruces Police Department City of Las Cruces department responsible for police dispatch and response.
City of Las Cruces Transportation Department City of Las Cruces department responsible for traffic operations as well as maintenance and construction activities (including roadway maintenance and signal maintenance) throughout the City. The department is also responsible for the installation and maintenance of traffic signals, street lights, flashing beacons, signs, markings, and the permit parking program for the City.
Contract Transport Companies Emergency medical service providers that offer ambulance services and medical transports.
Dona Ana County County government agencies for Dona Ana County. Responsible for the County's website, tourism, convention and visitor's bureau, the County's Office of Emergency Management, etc.
Dona Ana County Engineering Services Division The Dona Ana County department responsible for the maintenance, construction, and traffic operations of county roads.
Dona Ana County Fire Department The fire and emergency response agency for Dona Ana County. Includes the Dona Ana County fire and EMS.
Dona Ana County Flood Commission The flood commission responsible for the dams, Rio Grande River and irrigation systems in and around the Las Cruces region.
Dona Ana County Sheriffs Office The Dona Ana County office who dispatches the Dona Ana County Sheriff vehicles to incidents on the County's roads.
Elephant Butte Irrigation District The Elephant Butte Irrigation District measures river water levels through its Water Resource Information System (WRIS) and in the future may have additional water flow measuring devices that would help warn of flooding at other places in the regional transportation network.
Financial Institution Financial and banking institutions that play a role in the transfer of funds for fare collection as well as for other fee based transportation services.
Independent Public School Districts Gadsden Independent Schools or Hatch Valley Municipal School District. The districts have been included for their role in providing "fixed route" transit services and in supporting emergency evacuations with their fleet of school buses.
Las Cruces Public School District The Public school district for the City of Las Cruces. The district has been included for their role in providing "fixed route" transit services and in supporting emergency evacuations with their fleet of school buses.
Local Media Represents both print (newspaper) and broadcast (TV, radio) news media.
Mesilla Valley MPO The Las Cruces Metropolitan Planning Organization (MPO) for the Las Cruces area. The MPO is responsible for carrying out the metropolitan transportation planning process which includes developing transportation plans and programs including the MTP and TIP.
Mesilla Valley Regional Dispatch Authority The designated Public Safety Answering Point (PSAP) for Dona Ana County. Intended to be able to route calls to local emergency, medical, fire and law enforcement.
Municipal Public Safety Represents local or municipal public safety (fire/EMS districts and municipal police) that are not explicitly represented in the architecture. This includes dispatch functions, PSAPs (public safety answering points), etc. operated at the municipal level (in the future these may be regional in nature).
Municipalities Represents the municipalities or villages located within the Region that are not specifically called out by the ITS architecture.
New Mexico Department of Public Safety - DPS New Mexico Department of Public Safety includes the State Police and the Motor Transport Division.
New Mexico General Services Department State department providing general support services for the state government of New Mexico. Divisions include the Information Systems Division (ISD), which is responsible for providing data processing, application development, telecommunications and radio communications resources and services to the State of New Mexico (operation of the Radio Communications Bureau).
New Mexico National Guard The National Guard for the State of New Mexico.
New Mexico State University The New Mexico State University. Includes all departments of the University, including the NMSU events department and the NMSU Police Department.
NMDOT - New Mexico Department of Transportation The Statewide stakeholder for the New Mexico Department of Transportation.
NMDOT District 1 Represents the District 1 offices of the New Mexico Department of Transportation, located in Las Cruces, New Mexico.
NOAA National Oceanic and Atmospheric Administration (includes the National Weather Service).
Other Counties Represents the government agencies in adjacent counties to the Las Cruces MPO geographic region.
Other Transit Agencies Represents local transit agencies that operate in the Region that are not specifically called out by this architecture.
Private HAZMAT Providers Private responders to HAZMAT incidents. They are secondary responders to incidents.
Private Sector Traffic Data Providers Vendors that provide traffic data related services
Private Sector Traveler Information Service Providers Local, regional and national information service providers that provide travel information to the traveling public (both subscription service and general broadcast information). Includes internet sites, service bureaus, etc
Private Tow/Wrecker Providers Private companies that provide tow or wrecker services for the Region.
Private Weather Information Provider Weather information providers that provide regional weather information to regional agencies.
Public/Private Utilities Public or private utility companies that operate within the Region.
Rail Operators Operators of private rail systems (e.g. BNSF, Amtrak, etc.), including passenger and freight.
Regional Airports Represents the regional airports that are within the Region.
Regional Event Coordinators This entity supports the information exchange/coordination with various special event activities. It also includes groups that promote events, such as a Chamber of Commerce or Visitor's Bureau.
Regional Medical Centers Agencies that own hospitals and trauma centers. Includes the personnel and equipment to operate Life Flight systems.
Regional Public Safety Agencies This stakeholder is a stakeholder group representing all public safety agencies within the Region.
Regional Transit Providers This stakeholder is a stakeholder group representing all the Region's transit agencies and transit operators.
RoadRUNNER Transit The public transportation system of the City of Las Cruces. Includes fixed route operations and paratransit/demand-response operations (Dial-A-Ride).
South Central Regional Transit District The rural transit district that has the responsibility for transit system coordination in the RPO in surrounding counties and NMDOT Districts.
Southwest Regional Transit District The rural transit district that has the responsibility for transit system coordination in the RPO around Las Cruces and NMDOT District 1.
Texas Department of Public Safety The department of Texas state government responsible for the Texas Highway Patrol.
Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
TxDOT Texas Department of Transportation
U.S. Department of Defense The Department of Defense operates bases (both army and air force) within the state.
US Customs and Border Protection This agency of the Department of Homeland Security is charged with providing security at the US border.
