ITS Stakeholders

The Hartford Area ITS Architecture Update resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, public safety, public transportation and other modes, special events, and many other stakeholders at the local and state levels. It includes both public and private sectors and spans the organizations that develop, operate, maintain, and depend on the surface transportation system.

This page contains a list (in alphabetical order) of the stakeholders that develop, operate, maintain, and/or depend on the ITS services. Each stakeholder has a hotlink to a definition of the stakeholder and a list of that stakeholder's specific ITS elements (if any).

Amtrak Amtrak terminals.
Capitol Region TOC This stakeholder group combines ConnDOT, the City of Hartford, and other municipalities in the region to operate a regional traffic operations center.
City of Hartford Represents overall city government and miscellaneous department in the City of Hartford, CT.
City of Hartford Fire Department Provides fire and rescue services to the City of Hartford.
City of Hartford Office of Emergency Management Responsible for the coordination of mitigation and response for natural and man-made disasters and emergencies in the Greater Hartford area.
City of Hartford Police Department Law enforcement provider for the City of Hartford.
City of Hartford Public Works Department responsible for the overall management and maintenance of the City of Hartford's physical infrastructure. HPD includes the Transportation Services Division.
Commercial Vehicle Operators Private commercial vehicle operators
CRCOG Capitol Region Council of Governments. One of Connecticut's regional planning organizations. Includes City of Hartford and 28 surrounding suburban and rural communities. Members include Andover, Avon, Bolton, Bloomfield, Canton, East Granby, East Hartford, East Windsor, Ellington, Enfield, Farmington, Glastonbury, Granby, Hartford, Hebron, Manchester, Marlborough, Newington, Rocky Hill, Simsbury, Somers, South Windsor, Suffield, Tolland, Vernon, West Hartford, Wethersfield, Windsor, and Windsor Locks.
CT DEEP Connecticut Department of Energy and Environmental Planning. Provides permitting for HAZMAT and environmental monitoring.
CT DESPP Connecticut Department of Emergency Services and Public Protection. Includes Connecticut State Police; Fire, Emergency, & Building Services; and Homeland Security.
CTDOT Connecticut Department of Transportation
CTtransit Provides fixed route public transit services in the Greater Hartford, New Haven, and Stamford, Connecticut.
DTN Weather service provider.
Financial Institution Banks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
Greater Hartford Transit District Municipal corporation comprising 16 member municipalities, providing paratransit public transportation service in the Greater Hartford area. Its member municipalities include Bloomfield, East Hartford, East Windsor, Enfield, Farmington, Granby, Hartford, Manchester, Newington, Rocky Hill, Simsbury, South Windsor, Vernon, West Hartford, Wethersfield, and Windsor. GHTD also operates and maintains Hartford's Union Station.
Independent School Districts Includes public schools throughout the study region.
Local Media Includes both print (newspaper) and broadcast (TV, radio) news media.
Lower Connecticut River Valley Council of Governments The Lower Connecticut River Valley Council of Governments (RiverCOG) serves the cities of Cromwell, Durham, East Haddam, East Hampton, Haddam, Middlefield, Middletown, and Portland.
Metropolitan District Commission Provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities - Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor - and to portions of other towns in the region.
Middletown Transit District The Middletown Transit District (MTD) provides fixed-route and paratransit service for the City of Middletown, CT.
Municipal or Regional Government Regional or local city/town offices and departments.
Municipal or Regional Public Safety Regional or local city/town agencies responsible for emergency coordination.
Municipal Public Works Department Local city department responsible for street maintenance.
NOAA National Oceanic and Atmospheric Administration (National Weather Service).
Other Public Transportation Providers Represents other regional public transportation providers.

Private Ambulance Private ambulance companies in the region.
Private Data Collection Providers Represents 3rd party private data collection providers, such as companies that are contracted to provide travel times.
Private Information Service Providers Local, regional and national information service providers that provide travel information, including local media (print, TV and radio), Internet sites, service bureaus, etc
Private Maintenance Contractor Private contractors providing maintenance functions.
Private Taxi Providers Private companies providing taxi service.
Private Tow/Wrecker Providers Private towing companies
Private Transit Providers Represents other transit providers, including intercity bus carriers and commuter bus operators.
Private Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
Rail Operators Operators of private rail systems, including passenger and freight.
Regional Emergency and Public Safety Agencies Provide response for natural and man-made disasters and emergencies.
Regional Medical Center Hospital/trauma centers in the region.
State of Connecticut State government agencies and departments.
The Rideshare Company Non profit organization providing vanpools, limited demand response service, and transit information.
Tolland County Public Safety Dispatch Represents towns in Tolland County.
TRANSCOM NY Metro Region, Northern NJ, Southeastern CT regional transportation consortium.
